Issue is still unresolved after the changes were made. If more changes need to made let me hear them so i can give it a shot.
Also the only other programs that are open besides EQ is the Red Guides launcher and EQBCS

well, the background fps is an important part - but if your computer resources are getting pegged, or other reasons why that background process doesn't get the information and instructions it needs - you could have had your fps set to infinity, but you're going to continue to have that problem.
imo you're taxing your boxes unnecessarily with some of the settings you have in that image, like sky updates etc
I would suggest ensuring your computer setup isn't overloaded, perhaps look into mq2eqwire, maybe ensuring you have set up optimizations in your eqclient.ini like setting all cpuaffinity entries to "-1"
ensuring you change all instances of cpuaffinity to `=-1` in your eqclient.ini is very important.
for 6 concurrent toons it would look like like with 0-5 (6 total) entries all set to `-1`

There have been no changes to our spell book checks since December, and all the classes that use a spellbook call the exact same library function for it.
I'm curious if you logged that toon in a different order than you do now, if you end up with another character having the issue instead - meaning that you have one of your instances that isn't getting the resources it needs to properly get/receive information/instructions
in the mean time /enc usemelee will force you to melee assist, which would kick you out of the book wether we can see the book or not
