Xtarget Management Update

• Non-peer Heal List members are now properly watched in the xtarget list.
• A non-peer MA is no longer watched in the xtarget list.
• We no longer attempt to check mana levels of a watched xtarget.

Rotation Entry Adjustments

• Adding new entries to a rotation or adjacent list (dispel, rez, etc) via config update or other means will now place the item closer to the default order rather than automatically moving it to the end.

• • If the feature is enabled (mounts: set for benefit only) and the block is left blank, we will use your currently selected "Stat" mount/familiar/illusion from your keyring.
• • If you wish to override this behavior, or have no keyring, simply place another item on the cursor and click into the block. This supports linking directly from the keyring.

Gate the release job on the pushed HEAD commit message. When it contains'#nobuild' the job is skipped, the run concludes 'skipped', and the chained"Publish to RedGuides" workflow (guarded on conclusion == 'success') does notrun. No version bump, no GitHub release, no RedGuides upload.
