Question - Clickies in bags

Does anyone know of a way to use clicky items that are inside of bags on TLP servers? I randomly stumbled across the below thread over on EMT, but couldn't figure out exactly what was being described.

It looks like they created a hot key for the item, and instead of swapping the item to an open inventory/clickable slot. they just pickup the item on the cursor and click the hotkey to cast the item, while it is on the cursor.

cant you do this from ingame hotkey useing bag numbers and slot numbers with a /useitem ability would save you picking up and clicking so bag 8 would be /useitem 32 7 that would be your last bag slot and bottom right slot of that bag on a 8 slot bag as first is always 0

Not on TLPs (yet) it's locked behind VoA being released.

I thought that was what MQ2Exchange was for? Swapping items to needed slots so you can click them.
