So what happens is that the mez mobs are supposed to spawn at specific hp intervals on the boss. There are a defined number of mez mobs. However, because EQ is EQ, the script that triggers the spawn lags behind what is happening on the screen. So most groups can dps through several hp thresholds without the mez mob showing up until the script catches up and eventually starts spawning them. You are intended to clear all of them out, thus the lock at 2% to prevent super high dps groups just blowing up the boss and not playing the mechanic. At the start of the fight, the hp thresholds are further apart. The last half of the fight, they get tighter and tighter. If you slow roll dps from 50% to 0, you wont' get so far ahead of the script and thus have fewer mez mobs showing up at the same time.
