Guide - Quick Guide to Overseer

I don't understand the difference between higher rarity quests and higher level quests. Quests have rarity, common, uncommon, rare, elite etc but there are levels within the quests. For example, is a level 2 common quest generally better than a level 1 uncommon? I'm confused.
 
I see the "rarity" in quests like a "difficulty" whereas the level is a more advanced version.
Both require a different kind and number of agents.

I learnt that higher rarity quests often have a better payout - same is said for higher level but to be honest I didn't pay much attention to this.
 
So, anyone actually still playing this, I am assuming is just doing it for collectables?

I'm a big tradeskiller so use it all the time. All I do is the research, crafting and harvesting quests.
 
Testserver got the update to collectibles already.
Instead of a 25% / 50% / ... chance (i have never seen more than 50% myself) you now get 1 / 2 / ... fragments. Four of them you can combine into 1 dispenser (at least that is what it is said to be on test - server is down so I cannot confirm that myself).

There is one little blurp in the Test Patchnotes though that is a bit irritating because it says that existing percentage dispensers are to be converted into fragments. So far on the OF there is no explanation for that.
If that means that existing dispensers are rendered worthless it might be an idea to put them to good use before that patch hits live.

Furthermore they are reducing prices on the overseer-vendor for all (but two) items, while INCreasing prices for the agent catalyst and crystallized luck (which gets a decrease on the loyality vendor).

Also there is this blurp: "- - Added the Dispenser to all sets so if you get a set that you cannot claim you have a fallback.". I don't exactly know what this means.
Either you can revert to the dispenser completely if you accidently got a more specific one that doesn't help you or they now give out dispensers that won't let you select the expansion in the beginning anymore - so you can still revert from there.
This option of course would add sense to "If you have one of the old percent change dispensers, they will have a name change and you can right-click them to convert them to fragments."
As long as we can still decide on the expansion we want I am pretty much ok with that. If not - oh my ...
Or (which is the most likely option) this is to fix an issue with folks having claimed the ToV dispensers which were rendered useless once they removed current expansion option from the dispenser.

Updated the initial posting with some further information about collectible dispensers, free account restrictions, ...

Good to know about collectible dispenser: You can always revert back to the dispenser in case you decided on the wrong expansion (per patch 2020-04-15).
Instead of getting a dispenser right away you are getting a fragment (with a 100% chance to get it) and can convert 4 of these fragments into a dispenser (100% chance). This changed 2020-04-15 where you only had a 25% chance to get a dispenser.

Also important to note: Collectible Dispensers and Tradeskill Items are only available to accounts with an active membership (and no - sorry - "silver" accounts do get the 5 quest slots but they are don't qualify for that).

Patch 2020-04-15 added another nerf for collectible dispensers:
From now on they are no-trade and heirloom (tradable on the same account) and in addition the resulting collectibles are attunable and auto-attune once you selected them. They are still heirloom though. But you can no longer trade collectible-dispenser collectibles or the dispensers itself between accounts!
(Good to know: Unattuners are said to also work on attuned collectibles - in case you want to go that route.)
 
not sure if I missed it, how do you unlock tov reward quests? I did a bunch before patch and now its not offered.
 
I have what may be a silly question with regards to overseer, but I'm sure someone here can answer it. I am missing only one rare agent on one of my toons (maid isis) and then his overseers achievements are complete. My question is, if I retire an elite agent that I have more than one of (see below), will all of them disappear or just one? I have never retired and agent before. The goal is to get 2x rares from this and hopefully wrap up this achievement for him.

Do it, no need for more than 1 of each since that is all you can use at the same time. Only the one you retire will go away

EDIT - Worked perfectly. Got the final rate so that toon is done with overseer. Thx gain
