Question - Quest NPCs not responding to any toons

I am running MQ2 on 2 different computers. Quest NPCs will not talk to any toons on my main computer while MQ2 is running, but my laptop has no issue. They respond if I have to turn in an item, but if I need to hail them or prompt them with text, they continually act like I am invis even though I am not. Is there a plugin that could be causing this?

Relogging everybody seems to be a the common fix. Few people tried turning off plugins like mq2radar or portalsetter.
