Just before release of the new expansion, they give a long EXP bonus time. Then when the expansion is out, they do a long period without one until near anniversary time.

By design or is it coincidence ?

They use to do Christmas and New Years, but they stopped that after Empires of Kunark expansion

It makes sense, they want the expansion to last, and an xp bonus is counter-productive for that. Of course if your willing to pay for the xp bonus (potions) they will happily take your money.
