I'll have to wait and see how this is implemented. Right now, the Duellist has the highest AC and the Defender is lower. I'm hoping that they just switch the name so my Duellist version will simply be called the Defender version (rather than switch the stats and thus nerf my charm). I think it will be OK from the wording but will see when it comes out.- Updated names on several The Outer Brood charms and necklaces (and their related tradeskill containers) so that the variant with the Defender's prefix always has the highest AC.
Nice correction here- The overcharged orbs in the Silence the Cannons raid will now reset their timer if they are forced to find a new target.
- You can now change personas at the inn in Laurion Inn. This is a specially designated safe area that does not allow player combat. You will be notified of such areas with the message "You have entered/exited a safe area."
Amen to this. I cant count the number of Type 3's I just destroyed with outdated gear. Instead of trying to get perfect distillers.No more perfected augmentation distillers - thank you thank you thank you.
Super excited to see more "pro-persona" implementation, especially across the progression servers. Glad they are actually improving their systems for this big shift in playstyle.- Changed the Type 3 augmentations that focus specific spells to use the Type 21 solvent instead of requiring the perfected solvent to remove.
- The hard cap for unspent AA points will now be enforced for all personas instead of just the one being logged into.

- The Dark Reign, Norrath's Keepers, and Hunters of Shard's Landing factions will now be shared across personas.

In eqclient.ini it's:
[Defaults]
PostEffects=0
Can confirm on a non mq laptop and account, that old device can’t do anything in game now even with post processing off. Pity.FYI
I suspect this will be a frequently asked thing this patch cycle:
Crazy high background memory usage? Turn off Post Effects?
