Question - Darkened Journeyman's Walking Stick

I picked up one of these today and put it on my bard. I may get another one for my tank but wondering whether it's worth having.

Basically, it debuffs resists, but it's a proc rather than a clicky (which is a shame):

Slot 1:	Increase Spell Damage Taken by 1% to 10% (v296, Before Crit) - Note: this is negated by Slot 6, below
Slot 2:	Decrease Cold Resist by 135
Slot 3:	Decrease Magic Resist by 135
Slot 4:	Decrease Poison Resist by 135
Slot 5:	Decrease Fire Resist by 135
Slot 6:	Limit Max Level: 100 (Lose 10% per Level)
Slot 7:	Limit Effect: Current Hit Points
Slot 8:	Limit Type: Detrimental
Slot 9:	Limit Resist: Magic
Slot 10:	Limit Type: Exclude Combat Skills

So, here's my question(s)!

1. Is it worth using? If so, under what circumstances? I'm considering whether to create a LEM to bandoswap it in and out (or whether the loss of DPS makes it not worth doing).
2. Do you have one? If so, how are you using it (if at all)?

As an example of a LEM, maybe just do raid bosses (if level >= 129 and the debuff isn't already on then swap the stick in - else swap to Dual Wield)

No, not worth the reg DPS loss assuming you're talking about just regular stuff or even regular named mobs.

I suppose you could be doing something super fancy that your hand playing and need to try to get a resist debuff because you're soloing

I think it will stay in it's bag in case it finds a use one day

Yes, it seems to. I got another one and put it on my SK so I can just use it manually if I ever want to.

Situational, if there's a named/boss you need to slow and it's pretty much only going to land if tashed and you don't have a ench then you've found a use for it.
