Question - Cannot open Overseer Agent Pack

On one of my toons I have earned some Overseer Agent Packs but when I try to collect the reward I get the message "You do not meet the requirements to claim the reward from Overseer Agent Pack".

I've tried restarting and patching the client but no luck. I am on playing on test server as I do not have any subscription. Any suggestions welcomed.

What level is the character?

Character is 125 however I've just logged in after a few days off and it is no working /shrug
