Modern EQ is based on class. They pretty much have armor slots set up so they just increase the numbers every expansion for each class. You can find some old stuff that can be all/all but then it would no longer be BiS. Jewelry and weapons can be archetype.
I think Seeds of Destruction was the last expansion with armor sets that were archetype instead of class.
With persona's you are going to have a lot of armor if you have a lot of persona's, at least until they come out with an armor keyring.
He may be planning ahead for Lethar as well. All gear will be all/all no class restrictions on anything (A war can even use the cleric epic for example). But in that case chain, leather is pointless. Even a wizard will be able to wear plate then theoretically. That server is going to be bonkers.
The new 115 heroics come with archetype armor. For non-pay-2-win options, TBM has generic armor sets from the merchant.
If you want the raid spec version of generic armor, then the anniversary raids have that. The anni raid stuff also happens to be the BIS free to play raid gear... Not that I think it makes a difference anymore.

It allows a scoring sort. So the WAR BP is better than SHD BP based on 1 Hdex = 4 AC = 40 HP.
