Question - Adventurer's Stone - when do you have to utilize the alternative NPCs

I already mentioned it: Working on a macro to assist with the tedious running for the Adventurer's Stone quest.
(In fact it is finshed already - just some finetuning left. But it already runs all possible combinations of race, class and deity leading to a hometown (origin). So I may publish it "soon".)

Just one question is left:
For the start of the quest you usually have to run to your hometown - unless something is about that. Then you can use a NPC in either Rathemtn or in the Karanas.
The thing is: I couldn't find out WHEN I am allowed to start the quest with either of the NPCs. All toons I tried had to run back to their hometown.

Does anybody know how one can identify if you have to use one of the alternative NPCs?

And to show you how it would be getting the Adventurer's Stone from Kelethin - I have a little vid for you (sorry - missed to upgrade recording quality):

It's optional, not required. It's in case you have ruined your faction with your home town, and can't go back.

I wouldn't call it "optional" because this means you could do the one OR the other.
Tried it with some characters and those NPCs don't progress / initialize the quest "per default". There seems to be a condition they are checking so you can use them.
The "alternative" NPCs are always telling my characters that they cannot help them and to find someone else (the home-town ones).
 
That's interesting. The only condition I know of, is when you hit level 15, and go into one of those zones your suppose to get a "mysterious message" and told to speak to one of them.
 
As Hulda99 said once you reach level 15 and are in the (origin city) you should receive a message. The message can be overlooked easily (fighting, casting buffs, ect.) I have been able to go to the different Adventure camps and just /say farstone and get the Adventure Stone from the main guy in the camp. I am not sure if at level 15 or above that you have to speak to the person in the Origin city or go the the two alternates to flag the quest first. I remember that I once went to the Rath Mts. to flag the quest but that was a long time ago and don't remember what I did but what ever it was I got the stone. If you want I can go and try the alternate part (I have a couple of baby toons) that have not done it yet.
 
I tried several things now ...
The origin city has to be done first - then either of the camps and you cannot even skip right to "farstone" because every step of the quest activates a flag (and even shows that).

No character I tried so far qualified for the alternate npc's in rathemtns or qey2hh1. Must be a faction thing then.
They always tell me to go and talk to someone closer to my home city lol
 
Hummmmmm I just took a level 15 (Cresent Reach) and talked to Vladnelg Galvern. I then went to Butcherblock Adventure Camp and did ( /say farstone ) to Vual Stoutest and got the stone. I didn't answer any questions or hail him first.
 
then they may have removed the intermediate flagging steps at the camp. (which doesn't really matter to be honest - its just answering questions)
But cresent only works because your home city is there :-)

(I did maaaaaaaany characters the past week lol)
 
Nah - I got all possible combinations covered already.
Just looking to see if we can find an indicator when the two NPCs in rathe and qey2hh1 come into play. Would love to automatically decide that.
At this point the mac offers the option to run those two on demand.

What I think to remember is that when they introduced free to play they sometimes broke starting cities and such also killed origin. Maybe that could be one of the situations.

Just looked it up:
I had to take care of 139 starting positions all over Norrath :)
So yeah - pretty much about 200 characters created lately cough
