- corrected recently introducted issue with mana clickies not clickin

- Added a cast check to ensure that the server has unlocked an item for usage
- - an example is the Hedgerow mount that requires LDON to be unlocked
- Added a puller Downtime check for classes that didn't have it
- - this means toons who are pulling nonstop will still check downtime clickies and such
- Sicktank re-stick timer increased from 2s to 5s
