a) A private WoW Server is an emulated version of WoW that people create and host ( www.wowstatus.net)

b) If you are the Admin of the server, you can create custom items, mobs, lotts, instances, cities, etc... You are the all powerful GM (Game Master).

c) They are there for people who do not want to pay to play WoW and are also tehre for people who cannot afford to pay for wow.
