The extended target window is an EQ feature.. EQ runs it. There is the XAssist plugin that muleassist uses but everyone hates that plugin because its the thing that always breaks the xtarget window.
Or there is xtarinfo that adds a few extra right click options to the window, maybe you mean that.

MQ2XTarInfo
