MQ2 has a VIP section, redguides has only groups where its mainly just people throwing ideas around and helping out others in the group. A lot of the plugins that you see come from the once public, but now vip section. Not to mention there are many other ones such as mq2melee, mq2cast, etc that were vip only until Sorc decided to let us post them.
