Lately? Yes. Theyve been doing that a lot past few patches.

Ha, for SOE, I would say yes, this is normal. The server may be up, but the login server may still be down or locked.

Dont sweat it,it will be down tommorrow for another 5 hours tommorrow to correctly fix what there trying to fix now.
