Question - Trouble with simple condition

I'm trying to simply set certain spells to fire or not when a buff condition is met. I saw similar threads and my conditions look right to my eyes based on those threads but I must be missing something. All the spells in the DPS rotation fire regardless of the buff condition.

Remove the other brackets

And turn ConOn=1

I'm no expert, but could it be?

ConOn=0 - should be a 1 I think
