So with the latest patch notes of October 18th, 2017
Your capped AA's are 3x your level.
For this example, if you have a 105 toon that is f2p, then you might be stuck with 315 AA's if you had previously max'd out your AA's on your toon. To get around this you can de-level your toon, to lower that cap.
Why would you ever do this? Well its silly that you are forced to burn a Krono or go All-Access because of all the AA consolidation changes that revoked your AA's that you spent in the first place. Daybreak is just trying to exploit the player base by making these changes every couple of months to force you to go All-Access, revoking your trained AA points at this point. So why not exploit them?
So simply delevel so now your cap max is lower which will give you the ability to retrain some of the points. You could delevel to level 1 but that would be silly too. The lowest you would want to level currently is to 75 so you can group with a 105 toon and gain back the levels after you retrain the net difference of 90 AA's (315 -225).
That 90 AA might seem silly to some for all the time spent leveling back up again. That is at your discretion, but I'm not burning a Krono or subbing a month to train 315 AA, which I had already previously max'd AA on my character on.
Other option is to wait till the next expansion release with new set of AA's so you go All-Access again, but if you can't wait another 2 months, this is your best option, especially if some of the AA's that got consolidated you can't train are important.
NOTE: I haven't tested this myself yet, but I see no reason why it wouldn't work.

- - You will now be prompted to purchase any available AA abilities prior to camping if you are over the stored-limit.
