Is it possible to make a shaman cast single target stat buffs at low levels?

Yes, check your options, they are advanced settings, so that may need to be toggled.
Some of them will only be used on a tank, in a melee, etc.
They are often a waste of mana and so they are disabled by default.

Tyvm for the assistance. I totally missed the little advanced settings toggle (probably a good thing for most cases). This opened up all the options I was looking for as well on other characters which was great.
