I have repeatedly read in several locations that shaman struggle to be solo healers until level 100. What is it that happens at level 100 that changes that? What spell or AA or both is so important to changing the perception at 100?

their toolkit changes.

they get their progression ability and they start being able to have more than one reckless heal at a time - so their toolkit much more fits with modern content as a solo healer

It does, in the COTF expansion. Between group hot, splash and recourse there is enough healing going on to keep the majority of groups up with the odd patch heal on a tank.

Plus as sic said, its the time where shamans have an uninterupted loop of reckless heals (90,95,100) which are fast enough heals to keep tanks up in the modern gameplay.

What is a recourse? I am a total shaman noob at this level.
Recourse is the counterbias effect from slows that reflect a heal over time onto the target's target. So it slows the target and procs the HoT. The first progression ability can be found in plane of tranquility at the spell vendor its a group heal over time that has a melee proc component. The spell is called Roar of the Lion and I believe it's a 101 spell and it increases in power as you progress through the Broken Mirror expansion. So post 100, you can have up to 3 HoTs going fairly easily.

Level 95 - Phantom of Renewal
Level 100 - Wisp of Renewal

These appear to be just group heal over times. I did not see the melee proc component you mentioned. Am I looking at the wrong spells? Or is there an AA that adds onto these spells?

For >me< I suggest only using AOE slow and not single version... modern tank belt is enough, and shammies have a lot of stuff to do.

For modern stuff keeping the hots rolling non-stop isn't really necessary, but ymmv.

The answer to the original question is overwhelmingly roar of the lion/dico/dissident/composite/ecliptic roar and the multiple reckless (don't forget to get the type 3s for all the recklessness - at least for the next 3 weeks when they're changing the type 3s.

it is the xxxxxx's recourse line, its a group heal that splashes in waves, similar to the spiritual swell line.

for a lvl 100 shaman, its blezon's recourse

I usually keep the spectre of renewal line up on the group for a constant HoT, open fights with dicho as soon as i can.

Use recourse and spirtual swell line as my primary heals (although if you know AE damage is imminent, maybe resort to reckless heals on single target until damage is taken)

Tank belt is something like the Inspector’s belt. I think these started in ToV but I’m not positive. You can see it has a slow proc on it.

The progressive abilities usually have their own vendors and they can be found on find. Roar of the lion can be bought from Warlowe Rida.
