Just Finished Mesa Zone, And Stats Didnt Go Up, So Id Say No It Dosent Upgrade When A Zone's Artifacts Are Done, Seems To Just Be Quantity.

When Maxed With Maxed Adventure's Stone Its A Great Charm, Just Lots of Work.
