Question - Partisan Exp? 110+

So I noticed a pretty significant exp gain from doing Merc and Partisan completion in TOV. It doesn't seem to be the case in COV. 2% for a Partisan completion. Can anyone confirm this is the case for all the COV zones? The one I did last night was CS.

It says in the Achievements how much you get. Could just look it up there

Seems the pattern is that if an XPAC does not have a level increase the progression tasks don't prioritize XP as a reward. So ToV and ToL progression have healthy rewards, but CoV does not.
