That is not the new compile code yet, it is the code for the 12/14/05 EQGame.exe, you can find this out withing the mq2main folder and using Dev C++ to open eqgame.h and see the version it is for.

Notepad works also...or just look at the name of the zip

I use Dev C++ for college courses and have it as the default program to open .CPPs and .H files, although I do have Visual C++ for compiling MQ
