Possibly, but the Fabled version unlocks a Special AA that is a passive Attack boost which is the primary reason it would be on a must have list I'd think.
what is the benefit for this one ?
CoTF BP (Non) prestige - 70 or 75 merchant - all chars/melee
Varies by class, see here. Note: this is a separate timer also from your tov/cov/tol, and your anguish bp...so basically 3rd bp clicky for most classes. Like everything in eq some classes are better than others

It's a +31 luck aug that goes in the charm slot. Once you get one, you can subsequently combine other luck augs you loot up until you have a total of 10. At that point, your luck aug is maxed at 40 luck.
The luck augs drop from raid trash inside raid instances.
