maybe bug

Unsure as to whether its a bug but lastnight i bought some gear to lvl a new toon up and bought gear above his lvl so he could use it when he lvld up but when i got it from post box it was all wearable there and then so like my new lvl3 and gear he is wearing is lvl5>>lvl9.

The lvl on gear just determines the equipment expertise on it. You can have up to 100% worth of gear equipped at one time. As long as you have the room for it, and it isn't above 20% expertise to wear it, its all good.
