Depends on your class.
The cloak should be good for TOB if you have done all the achievements.

I just went back and did the 4 burning lands ones. Thinking I could use them on my personas to help level when they are 110. I upgraded them a little to far and they are no longer all all so I think they will be good still for druid and beastlord persona as I am a monk

ToB will be a Finger Slot...
Great question. The answer is if you raid they are more beneficial than if you group.

I still use the Rallos Zek ear for most of my toons from ToV. Just upgrading the 18 & 19 augs. No raiding on those toons, just top group level.
I'm currently evolving the Cloaks from NoS and Necks from LS.
I have completely upgraded the TBL evolve items I was using with LS group TS items or Anniversary Tower items (fingers).

I have 1 group, so I do group stuff.
I cannot get anywhere near raids, max killing raid trash for augs.
Still wearing my Rallos Zek earring at 125 because I don’t want to give up my 18/19 slots for procs. A LS raid earring is far superior in terms of stats. I’m guessing I will probably swap it out with a TOB raid earring… maybe.

Same here, I really like the tower stuff and it's easily obtainable. Just worried about spending all my Tokens before we know what the last items will be that they put on the vendor.
I know they will be adding some Hero's Forge armor and I like to dress up my guys and gals so saving some for that.
The slots are going to vary, depending on your class, needs in terms of stat stacking, if you raid, and if your your raid (yourself or your guild) are capable and willing to do all of the achievements.
For myself, at 125, I use the Fully completed ToV ear on all characters, plus the NoS Back on all toons, however missing raid achievements to finish it out. The same goes for the LS neck, I have it x6, but my raid/guil;d is currently unable to complete the raid achievements *and* conqueror (largely because Artisan raid is still broken).
That's 3x evolving items in my group per toon. I maintained all four TBL items (No TBL raid cheeves for final evolve) until Tol-NoS era, depending on the class and slot. Healers replaced boots as soon as the focus wore out, solely because of the focus. Shoulders and gloves were replaced as I could during the NoS era or ToL if i had a chance to replace with better quality raid gear. The exception is the ring, which I've held on to, even on a raid MT, as it's still "viable" and moreso wasn't worth burning currency/DKP when the ToB ring is around the corner.
An interesting exception, although possibly due to magelo ranking systems, is that the "top serverwide monks" all generally continue to use TBL boots and gloves, some include the ring and shoulders in addition to the LS neck, NoS Cloak, and tov ear. I can presume this is only to try to stack as much hdex as possible with fortification/enhancement augs in the 18/19 slots.

its class dependent. assuming you have all your Heroic AA done (to max your native ATK / Accuracy organically), then
tanks - want
1 soothing
1 ventral defense and
4 attackers
so you need preferably you'd like 4 type 19 slots
casters want
4 casting procs
4 melee proc
4 of which will be type 19s
melee
can drop ventral, but soothing is a nice to have
4 attackers
so potentially only 3 19 type slots
fill other slots with dealer's choice, these allow to stack hDEX at the expense of AC & HME so min/max as you see fit
with this in mind work backwards to determine the evolvers you need/ can access, what level you can evolve the evolving item to (how many type 18 v type 19 slots you can open up). and farm, raid, do progression accordingly
IIRC unless you are raiding the TOV Ear, NOS cloak, and the LS neck, will only give you 1 type 19 slot per item. the TBL evolvers will give you 2 type 19s with just group content, but if you wear the amor pieces then you have to be careful regarding your security charm etc

When I mentioned "depends on class" for the evolving, one of the items was the zek earing, as I know tanks like it for AC.
Looks like it will no longer be the best (This is from raidloot.com). So, the only thing left for the effort is if the 18/19 slots are worth it.
Yep. Those 18/19 will carrier rallos zek for a while. Makes we want to finish my ToV raid ACH to finally finish it.

My SK main still wears those 4 - I like the 57 Type 19's it gives. But they'll definitely be outdone by TOB gear.
