Q. What are Krono?

Krono are in-game objects that can be redeemed for 30 days of membership time in the following SOE games: EverQuest, EverQuest II, and Vanguard: Saga of Heroes. They are sold in the marketplace for real money only, or they may be purchased from other players via the broker or private trade for in-game currency. Players may not, however, sell Krono to each other for real world money.

Dont worry they'll pull it when they realize they cant make as much money off it like they did with Station Cash subscriptions.

Also isnt this just game cards you can buy online? Less chance of being scammed since they have to put the item up in your window when you give them the plat?

Yep pretty much. Someone has to pay real money for them, but you get an actual expendable in game item.
 
Just SOE's answer to people selling game cards for PP. I think they have a few dollar premium attached to them as well. Like $17 for a one month or something.
 
PLEX can be cashed in for 30 Days gametime OR you can sell it on the market in game for ISK (Platinum). It's bought at $19.99 each off the EVE website through CCP themselves (the makers of the game). Better deals on bundles. Either way, same concept and it becomes their way to control RMT because people would rather go through them than buy from a 3rd party if given the choice, since this won't get you banned.
