My reading of the raid progression is you need to do both T1 raids to get flagged for T2.

to request hot t2 yes have to complete both t1, to enter only finish 1 t1. so I had a toon who completed HoT raids back in the day o it was easy

only the requester needs full flagging to get the raid but only requirements seem to be for tick tock is the nightmares grp mission, and for tier 2 you need to have been in 1 tier 1 raid clear. For tier 3 you need to loot a key from any of the tier 2 raids.

By "1 Tier 1 raid clear" do you mean both tier 1 raids (how I interpret "clear") or just one.
