Yes, imagine if in the group RoS cactus mission where you have to offtank if you had a toon @ 0 hps while the rest are dps'ing away at the mobs from behind with no aggro

every time i go 0 hp then mobs will kill other people and ignore me......

there used to be low hp agro but it stops at purple club, and i have tested with my cleric getting purple clubed and tank can pull agro and cleric had 0% agro till out of purple club which then agro returned to normal levels...
