well whene i try too log in it stays at Retriving CHARATER LIST

Server lag normally. Leave it a few mins and see if it gets pushed through (or times-out!) and try again a few mins later.

If that doesn't work, check "Server Status" on the WoW site.

If that doesn't give you a clue look on the forums for server status or other people complaining.

No-one here is a Blizz GM as far as I know so the best you'll get is a post similar to mine or a confirmation that other people are experiencing the same as you.
