I searched, all I found were stuff from 2011 and older stating 15. Plugin description for MQ2Melee says 15, but as far as I can tell, it was written in 2005. Google search and I see 64, but not Redguides vanilla compile. Would really like to know before I try to do 40+ holy's

It is 64 or greater, I can't remember the exact number. That was a change I did for Treehugger.
I also added a global holy that will be checked as a generic, so you don't have to add the same checks over and over in each holy/down..
