Question - how do you make the updater do a forced update

What files need to be deleted to allow it?

I'm not sure I understand --- the only thing the update should need is for you to exit anything that is running - eqbc, mq2, etc

i did a update i deleted the mesh file exe because it wasnt working right i tried to reload the patcher but it say its already updated i know there is a file thatt logs the version check not sure what one so i can force it to reload the deleted files

download the very vanilla from the home page , run it and it will resintall everything , but keep a copy of your current mq2 ini file first or at least a note of all the plugins you currently load.
