guild email?

I've seen this on my friends guild. The officers are able to send email to members of the guild, how do i do this? Is it part of the mail system in game or external tool? Any help would be appreciated.

Actually anyone can do that if it in enabled in guild settings by the officer. All you have to do it type "guild" without quotes in the recipient box. I think it costs a few silver instead of 10c to send. And you can't send items that way just announcements.
