Giving Red Cents

When I try to give Red Cents (particularly to someone I've given to before), I get the pop-up window that says "You must spread some reputation around before giving to <name> again".
What is this and how is it resolved?

you cant give redcents to the same person back to back. find someone else who posted something useful. there are too many really , but thats a good thing. spread the rep is pretty self explanitory .
