No need to worry about the time limit on this step.
The first time you speak to Cythan,
1) Begin killing the spirit monks, until you get to the master.
2) Let the time run out.
3) The spirit master will spawn.
4) Talk to Cythan again.
5) The timer will reset.
When you kill the spirit master it will complete that step of the FBSS quest.
