Is there a TLO/member for whether a mob is encounter locked and if so to who for servers with encounter locking? I didn't find anything in the docs.

no there isn't - but i was hoping to get that added this week, @Debauche did the work a while back but it is just a matter of getting it added to MQ, brain said he'd help me get it sorted out
