Problem - Druid keeps self-interrupting the same 2 spells.

So I'm trying to debug why my druid is cancel casting his nukes at the last second. When checking in on him during the fight, he looked like he was dpsing normally. After the fight, I was so confused at his dmg. This has been going on for some time apparently without me knowing. I always thought he was healing, but this time i had turnned heals off cause it was a DPS race basically.

Check the logs and other raid targets its the same thing. the same 2 spells over and over again are being self-interrupted. Was a completely static fight, no movements or knockback. Heals and Cures were off. What would cause this?

...... I came back to delete this hoping noone figured it out.... it has been so long with having one in my bag, I completely forgot it was a thing, It is sititng my old bag of outdated stuff in the back.....
