Question - DM'ing someone

How can you get a private message to someone on these forums?

Is "Start a Conversation" the same as DM'ing someone? Are there special permissions involved? Like having the "envelope" symbol under your user name? I never needed to do this before now.

I tried to start a conversation with someone and it came back and said "I can't start a conversation with this person". I am at a loss here. What are the requirements for this?
