Question - Crude Defiant drops in high zone

Im noticing there are alot of Crude Defiant armor drops in Laurion Inn now. Anybody know what this is all about?

From normal mobs? Or the grey critters? They always dropped from them.

They have always dropped as Yama pointed out, because some of the background mobs are just objects moved from lower level zones (they didnt make new NPC's, they just used lower level pre-mades).

I just figured it ran an armor check and mine sucked so bad it was dropping stuff it thought I could upgrade to.

That must have been it. I guess I never killed them before. Clearly I am being to merciful.
