Problem - Continous casting of Unified Hand of Credence

Hello, I am having a problem of my Cleric continuously casting Unified Hand of Credence and Rallied Armor of Vie. This just started yesterday when I update the ini with a couple changes in my Heal portion. I have even tagged it for MA only and also to only cast once, yet it still chain casts these two spells until I run out of mana. Portion if ini posted below. Any input would be great. I am clueless when it comes to conditions, but my guess is that if one were set up for that it would probably stop the problem
