Kiss writes everyone's buffs to an ini file called Kiss_Buffs.ini. This is how Kiss keeps track of who has what buffs and who needs buffs.
It only works for toons on boxing on the same computer. Kiss has 2 other mechanisms for rebuffing people on other computers but they are not 100%
ChecKBuffsTimer=20 is 20 SECONDs. since Kiss has to read the ini file from Disk this limits the amount of times it checks it like 3 times per minute instead of 80. This increases performance becuase you don't have 6 toons trying to access the hard drives 50 times a minute each.
If your toons are not rebuffing ocrrectly the problem is something else entirely
