Problem - Bot not stopping on group's member death....

Im not sure why, but the puller isnt stopping when a group member dies, and the rezzer need a rested state to be able to rezz..he's not detecting some1 died or is out of mana...where should i check this??

And btw im trying to set weapon shield discipline on my rangah to be activate when he's like at 20%hp...i tried on heals but its not working...any ideas where should i use it??
