I strongly suspect the answer is no, just based on how DPG usually does things, but I cant verify it anywhere.

Do these two Augs stack if you have them both on?

Am I reading this part of the chart correctly that all 4 of these will stack? Or does it mean the two 18s will stack or the two 19s will stack but not all four together?

All four of those augs do stack with each other.
