Add TBL Dicho vendor

When char first ports to Stratos, will use Cloudy potion and run to the dicho vendor to buy spell/tome (based on class). After scribing, char will hail and say 'reminder' to the NPC, then use another cloudy potion and proceed to the spells vendor near entrance.

No change to commands, but make sure you have cloudy potions!

Now with ETWK Support!

Added support for ETWK. Currently the macro will check for Cloudy Potions in ETWK for Bst, Ber, Shm, Shd, Rog, Nec. If the char has a cloudy potion, macro will use it and being navigating. If there is no cloudy potion the macro will pause to allow the user to cast invis on their own. Unpause to continue navigating. Level range will be 96 - 100

This will not currently go buy druid teleport spells for druid. I need to decide how to handle separate routines for that situation and the dicho vendor in TBL.
