While I think the first 2 options are valid reasons (I'd qualify for both) if it means less scams I can get behind a full blanket bans for dummy accounts.
I don't use dummy/alt accounts anyways.
I believe Hiatus was much more intended to help raiders than groupers, as dying in a group hardly matters but in a raid environment where you can't necessarily drop aggro every minute and a half Hiatus is gonna return a lot more endurance than a single breather click.
I think it's fine the way it is, there's plenty of easy ways for people to increase the limit(like getting verified) or becoming a bazaar member. $3/$10/year isn't too much to ask imo.

And no, Maskoi. It's actually a fairly common issue when dealing with level 1's, especially annoying when they payed and you can't contact them to deliver goods/services.
Tectonic got banned for bypassing Truebox, not for anything to do with pling.
I've PLed A LOT of people and not once have I or anyone I pled(at least been told) been banned.

Druids/Shamans can battle rez. Just not as well
I've found what matters more then battle rez is not having to rely on a merc for the ever so important spell haste buff, rez's not really a big deal.
