Question: If XTargetBuffing|XTargetHealing is set to OFF will the plugin still Buff|Heal those toons that utilizes CWTN Class Plugin?

If they are in the group...
If you're asking if they will buff people not in the group, that are assigned an XTarget slot, then the answer is no. Because that would be pretty silly to do the thing you said not to do.
