Question - XTar Window on progression servers for non MQ2 users?

So I know MQ2 allows you to use the Xtar window, but I've heard from a few people that a custom UI was allowing them to do this. I'm not sure if it's that they're using MQ2 also, and just don't know that it's really MQ2, but I'd really like to know.

I mostly assume these people are using MQ2, but they are people who freely talk about using ShowEQ, and have said they don't use MQ2 when questioned. Just wondering if anyone knows for a fact if something besides EQ2 allows you to use the Xtar window on progression.
 
When I would switch from Live to TLP I would sometimes get the Xtar window.
I wasnt sure if it was because i had been running MQ2 either so I never mentioned it.
I thought the same thing when I saw these knobs whinging on the forums / general about the xtar window going away recently.
 
If you log into TLP server with mq2 already running it will pop extended target. I use custom UI and ive never had extended target window pop up without mq2 running.
 
Never did get this working again. Still getting the "You need the underfoot expansion" message again. Sad face :(
