Is windows 7 64 bit compatible with MQNext and the Launcher? I keep getting a RGResourceManager stopped working. I have tried to delete the AppData folder mentioned in a few threads with no success.

At a minimum go to Windows 10. Or, go straight to Windows 11 so you don't have to think about updating the OS again for awhile. If you have older hardware, there are still many work arounds to get Windows 11 to play. Google search will help here.

Don't upgrade your Windows 7 install. Many things go wrong. Do a fresh install. I know...it can be a pain. But it's worth it.

Keys can be found for cheap online. $20USD range. Not a super huge expense.
