MQ2Melee doesn't turn on attack for you. It only sticks when attack is on. Which you can adjust the stickrange to 1 or something really small so it doesn't do it.
Maybe I'm misunderstanding you, but why don't you just use KA and turn off MQ2Melee in your ini? Then, you could use the esc key and MQP ON/OFF as needed to deal with aggro.

Because KA selects targets for you and as a tank, I need to be in control of that. This is in a raid with 54 other people and MQ2 isn't exactly openly used by all.

I turn mq2melee off, but CWTN has a good suggestion to change stickrange to 1. I don't think it will select targets for you if you're tank, but I may be wrong.
In manual if you have Burn turned on, KA "tank" will still auto-swap targets to any Named in range. I don't think you'd need to run it in tank mode though.
